PURPOSE OF ROLE:
*
To work closely with the Team Managers to provide coaching & development support where required and ensure key performance and service targets.
*
To cover for other Senior Officers on the processing teams in their absence
*
To provide support to staff on the Reception and Call Centre teams.
*
To be responsible for all aspects of the assessment of applications for Housing Benefit & Council Tax Support in accordance with the Benefit regulations. Specifically, the more complex cases identified by the managers.
*
To carry out benefit assurance work as and when required.
*
To autonomously manage and distribute other work between the other seniors.
*
To provide support to staff on a daily basis in relation to legislative, technical and decision-making issues including advice on all aspects of Welfare Benefits for the effective operation of the Benefits Service.
*
Other duties and responsibilities of a similar technical or administrative nature that may be allocated from time to time.
KEY ACCOUNTABILITIES:
1.
To have and maintain a comprehensive knowledge of Benefits legislation in order to administer applications for Housing Benefit & Council Tax Support entitlement and payment, in accordance with Statutory Regulations and the policies, schemes, procedures and practices of the Council.
2.
To support the Team Managers, develop the team, through coaching and feedback whilst ensuring performance & accuracy is maximised.
3.
To record and evaluate the development of the team and feedback any issues and areas of improvement identified.
4.
To analyse and record claims performance data on the Housing Benefit teams and refer to the Team Manager any performance issues identified.
5.
To train and support the team on changes in legislation, policy and procedure as required.
6.
To assist the Training Officer in training of staff members including new agency staff.
7.
To obtain where necessary additional information by the computer system, manually generated letter, telephone or appointment in order for the claim to be determined.
8.
To keep an adequate record of all claims made and regularly update information received via the computer systems or manually where appropriate.
9.
To plan one's own work routine subject to management's priorities, service targets and individual performance and accuracy.
10.
To acquire and retain a comprehensive knowledge of the Benefits processing systems in order that Housing Benefit & Council Tax Support applications are administered in accordance with Statutory Regulations and the Council's policies and procedures. To check output and report errors to the Team Manager.
