I am working with a Public Sector Organisation based in London who are looking for a HR Project Manager for 3-6 Months Initially.
The role is full time, to start ASAP and paying up to £600 umb p/d.
Job Purpose
- To Project Manage the HR activity associated with the re-tendering and selection of the Council's Agency Worker contract provision (the solution) with an anticipated spend of c.£120m across 4 years. This will require coordination of stakeholder engagement across the council and in particular HR, IT, Finance, Legal and Procurement.
- The scope of this project extends from gathering and specifying requirements and seeking Cabinet approval for procurement methodology, through to establishing contract governance protocols.
- There is a requirement to prepare for implementation of the solution - although implementation may not happen within the term of this project.
Duties and Responsibilities
- Ensure that validated requirements are fully articulated within [procurement document] so that they may be shared with potential suppliers as part of the tendering process.
- Work with dedicated council Project Management resource and colleagues in the Procurement function to draft and present an options paper to determine next steps.
- Coordinate a cross-Council stakeholder panel for attendance at supplier presentations.
- Collaborate with colleagues from HR, IT, Finance, Legal and Procurement to develop the criteria against which the bids will be assessed.
- Review tender documentation to assess the extent to which the bids fulfil the stated requirements of the new solution.
- Refer questions for clarification to the designated Procurement Officer for onwards referral to bidders for clarification.
- Work with Procurement to shortlist bidders.
- Assess costs submitted by bidders against budgeted costs. In the event of a budget shortfall, produce timely cost-benefit assessment for leadership, to inform next steps.
Knowledge & Skills
- Knowledge of Temporary Agency Worker Managed solutions to include Master and Neutral Vendor models.
- Extensive knowledge of project and programme management tools and techniques
- Knowledge of Agency Worker Regulations.
- A working knowledge of HR considerations relating to high volume and complex agency worker requirements
- Demonstrable experience of the successful management of transformational projects, delivering to time, cost and quality
- Demonstrable experience of delivering HR contracts within a Local Authority.
