Head of Quality Standards and Practice Improvement

The London Borough of Harrow is seeking an exceptional Head of Quality Standards and Practice Improvement to join their team. This is a pivotal leadership role for someone with a proven track record in improving Children's Services and achieving a 'Good' Ofsted Inspection Outcome.
About the Role
This role requires a dedicated professional who will lead high-risk statutory children's social care services, oversee continuous improvement programs, and drive performance standards. Reporting directly to senior leadership, you will strategically enhance outcomes for children, young people, and families across Harrow.
Key Responsibilities:
* Lead frontline, needs-led services addressing high-risk statutory children's social care issues.
* Oversee the full range of services from early help and intervention to statutory responsibilities for children in need of care, protection, or justice.
* Act as Principal Social Worker across CYPS, representing Harrow at regional and national forums.
* Identify, implement, and lead continuous improvement initiatives to enhance statutory service delivery.
* Provide strategic leadership of quality assurance frameworks and workforce development programs.
* Ensure Harrow is inspection-ready for Ofsted, external audits, and peer reviews.
* Act as Statutory Caldicott Guardian, providing leadership on confidentiality and information sharing.
* Deputize for the Divisional Director / Corporate Director People Services as needed.
What We're Looking For:
We are seeking a confident and experienced leader who:
* Has successfully led Children's Services to a 'Good' Ofsted Inspection Outcome.
* Possesses extensive experience in delivering measurable improvements in Children's Services.
* Can strategically oversee business management for the Harrow Safeguarding Partnership Board.
* Demonstrates strong leadership in managing complex ICT contracts and workforce commissioning.
* Is based in London and available to work onsite 2-3 days per week.
