Exciting Opportunity: Housing Capital Programme Contracts Manager

A forward-thinking local authority, is seeking a dedicated Contracts Manager to deliver their Housing Capital Programme and ensure the Council's objectives, targets, and priorities are met while maintaining compliance with statutory regulations.
About the Role
As a key player in the Housing Capital Programme team, you will be responsible for overseeing an annual budget of approximately £20 million allocated to a variety of housing improvement projects across 5,600 landlord properties within the HRA. This role presents an excellent opportunity to manage and deliver high-value contracts that contribute to sustainable, safe, and high-quality housing.
Key Responsibilities:
Oversee and manage a diverse range of housing improvement contracts, including:
Replacement kitchens and bathrooms
Re-roofing projects
Window and door replacements
Door entry system installations and updates
Insulation and ventilation upgrades
Environmental improvement programmes
Electrical testing and remedial works
Fire safety enhancements (fire doors, emergency lighting, compartmentalisation)
Water safety compliance
Deliver the Council's annual capital programme, ensuring projects align with strategic priorities, including:
Decent Homes Standard upgrades
Net Zero sustainability initiatives
Environmental enhancements
Water treatment plant replacements
Provide expert guidance on Housing Capital Programme services, ensuring compliance with statutory regulations and best practices.
Manage contractor performance to ensure quality, efficiency, and value for money.
Work collaboratively with internal stakeholders and external partners to achieve project objectives.
What We're Looking For:
Proven experience in contract management within the housing sector, ideally in local government or social housing.
Strong knowledge of housing compliance regulations and capital programme delivery.
Ability to manage high-value budgets and ensure cost-effective project execution.
Excellent communication and negotiation skills to liaise with stakeholders and contractors effectively.
A strategic thinker with a results-driven mindset and a commitment to continuous improvement.
