We are seeking an experienced Interim Service Manager to lead and oversee the Leaving Care service within Bexley Council's Children's Services department. The successful candidate will be responsible for supervising and supporting Team Managers while ensuring high standards of care, safeguarding, and risk management for young people transitioning from care to independence.
This role requires strong leadership, decision-making skills, and a deep understanding of child protection, statutory guidance, and social work best practices. Experience in working with Signs of Safety or similar solution-focused models is highly desirable.
Key Responsibilities:
Leadership & Strategic Oversight
* Supervise and support Team Managers, ensuring high-quality service delivery.
* Provide strategic leadership to enhance the effectiveness of the Leaving Care service.
* Ensure compliance with statutory regulations, local policies, and safeguarding procedures.
* Promote a Signs of Safety approach, fostering collaborative working relationships with families and professionals.
Risk Management & Decision Making
* Oversee risk assessments, safeguarding interventions, and complex case reviews.
* Lead legal planning meetings and support court proceedings where necessary.
* Provide expert advice on child protection and care planning strategies.
Operational & Team Management
* Ensure an adequate and skilled workforce by managing recruitment, retention, and staff development.
* Monitor team performance, ensuring timely referrals, assessments, and interventions.
* Conduct regular supervision, appraisals, and quality audits to drive service improvements.
* Represent the Local Authority in professional forums, multi-agency meetings, and court proceedings.
Service Development & Performance Monitoring
* Implement and monitor service improvement plans.
* Oversee budget management, ensuring cost-effective resource allocation.
* Ensure compliance with case recording, legal standards, and best practices through regular audits and performance reviews.
Essential Requirements:
* Qualified Social Worker (DipSW, CQSW, or Social Work Degree).
* Registered with Social Work England.
* Extensive management experience within a statutory child protection or leaving care setting.
* Strong leadership, supervisory, and decision-making capabilities.
* Experience in risk management, safeguarding, and legal planning.
* Working knowledge of Signs of Safety or other strength-based practice models.
* Strong budget management and strategic planning skills.
* Proficiency in IT systems, including case management software (e.g., Liquid Logic).
Desirable:
* Postgraduate qualification in social work or leadership.
* Experience in change management and service development.
* Knowledge of local and national policies on children's social care.
